홍어목은 가오리 상목(Superorde: Batoidea)의 4목(전기가오리목, 부삽코가오리목, 홍어목, 매가오리목) 중 한 목이다. 과거에 홍어목에 포함되어 있던 종들의 일부는 부삽코가오리목(Rhinopristiforms; shovelnose rays)으로 이전 분류되었다. 홍어목 어류는 북극해, 남극해를 포함하여 전 세계 해양에 분포하며 연안의 얕은 수심에서부터 3,000 m 이상의 심해에 걸쳐 발견된다. 그러나 열대 해역의 얕은 수심이나 산호초 지대에서는 드물게 발견된다. 몇 종은 기수와 강에서 발견되지만 기본적으로는 해수어이며 바닥에서 산다. 기수에 있는 종들도 더러 있다. 상어와 인척 관계에 있지만 상어류는 아니다. 홍어류의 체형 특징은 몸이 위 아래로 납작하며 가슴지느러미는 매우 크고 머리의 측면까지 확장되어 있는 점이다. 분류학에서는 물고기들의 헤엄치는 방식(추진 방식)을 유형별로 나누는데 홍어류처럼 가슴지느러미를 물결처럼 움직여 헤엄치는 방식을 “홍어식 추진(rajiform locomotion)”이라고 정의한다.

눈은 발달하였고 머리의 등 면에 있다. 대부분 분수공이 크며 주로 분수공으로 물을 순환시켜 호흡을 한다. 주둥이는 길쭉하면서 뾰족하고 입은 머리의 밑면에 있고 옆으로 넓다. 눈에는 순막(瞬膜/nictitating membrane)이 없고 각막(cornea)은 눈 둘레에 있는 피부와 연속되어 있다. 아가미 틈(구멍)은 머리 바로 뒤쪽의 복면에 5개가 있다. 대부분 피부에 가시 같은 피부치가 덮여있고 척추 선을 따라 큰 가시형 피부치가 1줄 배열되어 있는 것들도 있다. 가슴지느러미는 크고 몸과의 경계선이 불분명하며 몸과 가슴지느러미를 합쳐서 체반(disc)이라고 말한다. 체반은 장방사형(長斜方形/rhomboidal; 직사각형같이 생긴 마름모꼴)이다. 가슴지느러미는 아가미 구멍 앞 머리 측면에서 시작하여 꼬리자루(미병부)에서 끝난다. 등지느러미는 2개이며 뒷지느러미는 없다. 쌍 지느러미인 배지느러미는 2개의 엽(조각) 구조를 나타낸다. 가늘고 긴 꼬리는 체반과 분명하게 구분된다. 꼬리지느러미는 종에 따라 크기가 다르다. 가오리류(매가오리 목)는 회초리 같은 꼬리만 있고 꼬리지느러미가 없는 점에서 홍어류와 다르다. 

홍어류는 난생 어류이며 단단한 알집(egg case)을 낳아 물체에 부착시킨다. 알은 4 모서리에 접착 성을 가진 실 같은 부속물이 달려있다. 나중에 성체 모습을 갖춘 새끼가 알집에서 나온다. 이 알 집을 “인어의 지갑(mermaid's purse)”이라고 부른다. 모두 저서 생활자들이며 모래나 개펄 바닥에 엎드려 있으며 가슴지느러미를 추슬러 바닥의 흙은 뒤집어 쓰고 숨는다. 모두 육식성이며 바닥에 사는 연체동물, 무척추동물 및 작은 물고기를 잡아먹는다.

홍어와 가오리의 차이

▶공통점; 아가미 구멍(틈)이 몸 윗면의 측면에 있는 상어류와 달리 홍어와 가오리는 아가미 구멍(틈)이 몸 밑면(배쪽 면)에 있다는 점에서 서로 같다. 홍어와 가오리는 가슴지느러미가 납작하고 확장되었으며 머리와 유합되어 있다는 점, 눈이 머리 위 꼭대기 쪽에 있다는 점에서도 같다. 먹이를 먹는 습관도 서로 유사하다.
▶홍어의 배지느러미(쌍 지느러미임)는 두 개의 엽(조각)으로 분리되어 있고 가오리의 배지느러미(쌍 지느러미임)는 조각으로 갈라지지 않았다.
▶홍어는 난생이다. 즉 알을 낳아 번식하며 알은 단단한 케이스로 보호되어 있으며 “인어의 지갑”이라는 별명을 갖고 있다. 가오리는 난태생이다. 즉 임신하여 성장한 새끼를 낳는 방식으로 번식한다.
▶홍어는 등지느러미가 뚜렷하게 있으며 가오리는 없거나 흔적만 있다.
▶홍어의 꼬리는 살이 찐 꼬리이며 독침 가시가 없다. 그러나 일부 종은 꼬리에 전기 발사 기관을 가지고 있다. 가오리의 꼬리는 회초리 타입이며 여기에 1~2 개의 긴 독침 가시가 있다.
▶홍어는 등과 꼬리에 무수히 난 가시 돌기를 이용하여 적을 물리치며 가오리는 꼬리에 난 독침 가시로 적을 물리친다. 그러나 쥐가오리(manta rays) 같은 일부 가오리들은 독침이 퇴화되어 없다.
▶홍어의 이빨은 잘다. 가오리의 이빨은 먹이를 분쇄시키는 납작한 이빨이다.
▶홍어는 일반적으로 가오리보다 크기가 작다.
▶홍어의 몸 색은 대부분 지저분한 황갈색이거나 회색이다. 가오리의 몸 색은 항상 그런 것은 아니지만 굵직한 무늬를 가진 것들이 흔히 있다.
▶홍어류는 깊은 수심에 사는 것들이 많이 있으며 가오리류는 아주 얕은 수심에서도 자주 발견된다. 
▶홍어는 가오리보다 개체 수가 훨씬 많으며 일부 국가들에서 음식으로 이용하기 위해 어획된다는 점도 차이가 있다.

Rajiformes is one of the four orders in the superorder Batoidea(Myliobatiformes, Rajiformes, Rhinopristiformes, Torpediniformes). Formerly, some Rhinopristiforms were included in this order.  Species of the order Rajiformes are found throughout the world's oceans, from Arctic to Antarctic waters, and from shallow coastal shelves to open seas and abyssal regions. A few are found in rivers and some in estuaries, but most are marine, living near the sea bed at depths down to 3,000 m or more. They are found worldwide, but are relatively uncommon near coral reefs and in shallow tropical seas. A few species occur in brackish water.

Flattened cartilaginous fishes related to sharks. The undulatory pectoral fin motion diagnostic to this taxon is known as rajiform locomotion. The eyes and well-developed spiracles are located on the top of the head. In most species, the spiracles are large and are the main means of drawing water in for respiration. The snout is slender and pointed and the wide mouth, often covered with a fleshy nasal flap, is on the underside of the head. There is no nictitating membrane and the cornea is continuous with the skin surrounding the eyes. The gill slits are on the ventral surface just behind the head and there are five in all species. Most species have enlarged, thorn-like dermal denticles on their skin, often with a row of large denticles along the spine.

The pectoral fins are large, but not clearly demarcated from the body, and together with the body are known as the disc. The disc shape is rhomboidal. They start from the side of the head in front of the gill openings and end at the caudal peduncle. There are up to two dorsal fins but no anal fin. The pelvic fins have two lobes. A slender and long tail is clearly demarcated from the disc. The caudal fin varies in size between species and the rays(order Myliobatiformes) have a whip-like tail with no caudal fin.

Skates are oviparous, that is they lay eggs. Their fertilized eggs are laid in a protective hard case called a mermaid's purse. The eggs are laid in a protective hard case with string-like elongations at the four corners. Most species are benthic, resting on the sandy or muddy sea bed, sometimes undulating their pectoral fins to stir up sediment and bury themselves shallowly. Most species are carnivores, feeding on molluscs and other invertebrates on the sea bed, and small fish.

▶Common characteristics; Skates are like stingrays in that they have five pairs of gill slits that are located ventrally, which means on the underside of their body(unlike sharks that have their gills located on their sides). Skates and rays both have pectoral fins that are flat and expanded, which are typically fused to the head. Both skates and stingrays typically have their eyes on top of their head. Skates also share similar feeding habits with rays.

▶Skates are oviparous, that is they lay eggs. Their fertilized eggs are laid in a protective hard case called a mermaid's purse. Rays are viviparous, that is, they bear their young inside their bodies and give birth to them alive.

▶Skates have fleshy tails which lack spines. Rays have whip-like tails with one or two stinging spines. However, some skates have electric organs located in their tail.
▶Skates rely on "thorny projections on their backs and tails for protection from predators". Rays rely on stinging spines or barbs for protection(though some, such as manta rays lack these)
▶Teeth of skates small. Teeth of rays is "Plate-like teeth adapted for crushing prey"
▶Size of skates usually smaller than rays  
▶Colour of skates often drab, brown or gray(but not always). Colour of rays often boldly patterned(but not always)
▶Skates inhabit often deep water(but not always). Rays found often in shallow water(but not always).
▶Skates can be more abundant than rays, and are fished for food in some parts of the world.
